What makes this idea new or different?

This idea is not really new. You can hear people explain this "interesting" idea at great length late every night and on short-wave radio. This is often a topic on "Coast to Coast AM" with Art Bell and "Ground Zero" with Clyde Lewis.

What will be the implications of this idea?

We will all die freezing and starving as "chemtrail winter" takes hold in a futile attempt to stop global warming.

As capabilities that used to be reserved for nation states become increasing available to private individuals, how will we protect society? Will they be wealthy enough to buy influence?

I would lump this into the same category as if an ambitious space entrepreneur perturbed the heavens and fourteen months later an asteroid smacks the south Atlantic.

It is an interesting idea. I am not sure if I actually want to invest in everyone dying.

Who said anything about "Chem-Trails?" That is your contribution, legacy and misinterpretation. The spark referred to seeding the stratosphere e.g. with small reflective particles. Google will soon have its own fleet of globe-spanning drones. SpaceEx will have the ability to regularly launch into LEO. These capabilities in the hands of private corporations is unprecedented. And these are both corporations with strong personalities driving their direction. Is it really so far fetched that someone in a similar position (not implying that Elon or Sergey would) might feel compelled to take unilateral action. The point of the spark was to point out that autonomy makes barrier to such action so much lower, and therefore more likely.

I guess I must have misinterpreted what was meant by "..an autonomous drone-enabled stratospheric seeding program."

So "drone-enabled stratospheric seeding" isn't a kind of chem-trail?
